New-Build Homes in Beyoğlu: Which Neighbourhood? A Guide

satisofisi.com Editorial Desk  · Editorial Principles

New-build homes in Beyoğlu are concentrated in three pockets: İstiklal Mahallesi around Piyalepaşa Boulevard, Kulaksız next to Kasımpaşa, and the Tersane stretch on the northern shore of the Golden Horn. Piyalepaşa suits buyers who want a large mixed-use estate, Kulaksız suits those who prefer a small building, and the waterfront is where the branded residences are. This guide compares seven projects across the three.

Where are the new-build projects in Beyoğlu?

Most people know Beyoğlu for İstiklal Avenue, Galata and Karaköy. The new residential schemes listed on our site are not in that historic core, though. They sit to the north of it and along the Golden Horn. Two things drew large-scale building there: urban regeneration in Piyalepaşa, and the reopening of the old imperial shipyard on the Golden Horn shore. The table shows how our Beyoğlu listings are spread.

Completion dates are the ones each developer gives on its project page. A note on the Turkish layout codes: the first number is bedrooms, the second is living rooms, so 2+1 is a two-bedroom flat with one living room. The full, current list for the district is on the Beyoğlu residential projects page.

Piyalepaşa and İstiklal Mahallesi: a large estate with shops, offices and a hotel

One point causes confusion straight away. İstiklal Mahallesi is not İstiklal Avenue. It is the administrative neighbourhood around Piyalepaşa Boulevard and only shares the name. The area takes its name from the mosque complex built some 500 years ago, in the reign of Suleiman the Magnificent, for the admiral Piyale Mehmed Pasha, and grew up around it.

Piyalepaşa İstanbul is Polat Holding's regeneration scheme on the boulevard, and it was planned as a whole quarter rather than a single compound. Housing phases, serviced residences, the Polat Ofis Piyalepaşa office block, a hotel and Polat Piyalepaşa Çarşı, an indoor and open-air shopping area, all share the same site. The developer describes the shopping area as a few minutes from İstiklal Avenue, Karaköy, Kabataş, Nişantaşı and Beşiktaş, with a large covered car park for visitors.

Within the same estate, the Piyalepaşa İstanbul Premium phase has 348 units. Flats range from 73 m² to 129 m². There are one- and two-bedroom layouts, and some plans can be converted to three bedrooms on request. This part of Beyoğlu fits a buyer who wants the shops, offices and hotel on the doorstep and would rather not leave the estate for everyday errands.

Kulaksız: small buildings next to Kasımpaşa

Kulaksız borders Kasımpaşa and is close to the central parts of Beyoğlu. New housing here comes as single buildings, not large estates. Pera Blue Plus is İsaş İnşaat's 24-unit project in the neighbourhood. Layouts are 2+1, 3+2 and 4+2, so this is the one to look at if you need family-sized space rather than a compact flat. The façade and interior detailing were designed specifically for the building.

The appeal of Kulaksız is scale. In a 24-unit building, management is simple and there are few neighbours. Being close to the centre also gives you several ways to get around the city.

The Golden Horn shore: Tersane and Hasköy

Beyoğlu's biggest new housing supply is on the northern shore of the Golden Horn, the strip that runs from Kasımpaşa to Hasköy. What defines it is the reopening of the historic shipyard, known in Ottoman times as Tersane-i Amire and declared a protected site in 1995.

Tersane İstanbul is the residential side of FTG Development's mixed-use scheme on the site. According to the developer's residences page, the project opens 1.8 km of shoreline to the public and has 660 homes in total along the water and up the slope behind it. Tabanlıoğlu Architects designed the residential buildings. The homes are split into four sections:

  • Tersane Apartments: 198 homes on the slope behind the shore, from one-bedroom flats to five-bedroom penthouses and duplexes with private gardens.
  • Rixos Tersane Istanbul Residences: described by the developer as Turkey's first Rixos-branded residential project. 226 furnished, serviced homes in three seven-storey blocks, from 79 to 443 m², with 3.2 m ceilings. Blocks R1, R2 and R3 are due for handover at the end of 2026.
  • Aliée İstanbul Residences: the section that runs along the shore, with interiors by 1508 London. Handover is planned for 2027.
  • Aliée Loft Residences: 22 homes created by restoring two historic buildings near Aynalıkavak Pavilion, from 81 to 301 m², with ceilings of 3.4 to 4.6 m.

Around the homes are the Delano and Rixos hotels, Museum Square, Aynalıkavak Pavilion (the only surviving part of a 17th-century waterside palace), Taşkızak beach and a Şehir Hatları ferry pier. The project also includes 82,000 m² of lettable commercial space. The nearest metro is Şişhane on the M2 line, about 1.7 km away. The nearest ferry pier is Kasımpaşa, roughly 1.2 km on foot, and the İBB water taxi has a stop at Tersane İstanbul.

Ege Yapı Beyoğlu is on the same shore. The developer's project page places it on the Golden Horn opposite the Koç Museum. It covers 20,142 m² of construction area, with low-rise blocks set around an inner courtyard and retail units alongside the homes. Large terraces, plans that make good use of daylight and views over the Golden Horn are the main features. Shared facilities include a pool, gym, spa, social club, children's play areas and shops. Completion is set for 2028.

Compact flats: Pera Town 2 and TEM İsas

If you are buying on your own, as a couple or to let, two projects offer smaller flats. Both are by İsaş İnşaat.

Pera Town 2 is a four-flat boutique building near the Tersane İstanbul regeneration. It has a 28 m² one-bedroom flat and two-bedroom duplexes of 43 and 52 m². The main draw is how close it is to İstiklal Avenue, Galata and the Golden Horn.

TEM İsas has one- and two-bedroom flats from 46 m² to 95 m². The project page shows two floor plans plus exterior and interior images, and completion is given as the last quarter of 2026. Because its size range is wider than Pera Town 2's, it is a useful comparison if you want something compact but still a proper two-bedroom flat.

How to choose a neighbourhood in Beyoğlu

Side by side, the seven projects differ on four points.

Scale. If you want shops, a hotel and offices inside the estate, look at Piyalepaşa. If you want a single building with few neighbours, look at Kulaksız or Pera Town 2. Tersane İstanbul is the largest on the list with 660 homes, but because it is split into four sections it covers very different scales, from flats on the slope to lofts in restored historic buildings.

Flat size. The smallest layout is the 28 m² one-bedroom at Pera Town 2. The largest are the Rixos residences at Tersane İstanbul, up to 443 m², and the five-bedroom penthouses. For family-sized 3+2 and 4+2 layouts, Pera Blue Plus stands out; for mid-sized flats of 73 to 129 m², Piyalepaşa İstanbul Premium.

Transport and location. Piyalepaşa is better placed for Beşiktaş and Nişantaşı. Tersane and the Golden Horn shore are closer to the historic peninsula and Galata, served by the Şişhane metro, the Kasımpaşa pier and the water taxi.

Completion timetable. Pera Town 2, Piyalepaşa İstanbul Premium and Pera Blue Plus have 2025 completion dates. Piyalepaşa İstanbul is due in June 2026, TEM İsas in December 2026, the Rixos blocks at Tersane İstanbul at the end of 2026, the Aliée section in 2027 and Ege Yapı Beyoğlu in 2028. If your moving date matters most, start from this order.
