Buying property in Turkey from the UK can be done safely if no money moves before the paperwork is in place. Ownership passes when buyer and seller sign the official deed in front of a land registry officer. The scams British buyers are warned about happen before that point: a deposit paid on a private agreement, cash handed over, an unlicensed agent, or a citizenship file that does not meet the rules. On top of the price, expect a 2% title deed fee, an agent's fee of up to 4% plus VAT, earthquake insurance, a translator and annual property tax.

This guide covers mainland Turkey and the rules as they stood on 15 October 2026. North Cyprus has its own land registry and laws; if that is where you are looking, start with our guide to buying in North Cyprus for the first time.

Can a British citizen buy property in Turkey?

Yes. Turkish law lets nationals of the countries on a list set by the Turkish President buy property, and the UK government publishes a buying guide for British nationals. The law sets two limits: no more than 30 hectares per person across Turkey, and no more than 10% of the privately owned land in any one district.

For a flat, neither limit comes into play; location matters more. Foreigners cannot buy in military restricted areas or security zones. Where the land registry does not already hold the map of these zones, the sale is held up until the military clears it, and the UK guide suggests allowing about three weeks for it. In some towns the zones are already on file and there is no delay.

You do not need a residence permit to buy, and buying does not in itself give you a right to live or work in Turkey. Residence is a separate application.

When do you actually own the property?

When you and the seller sign the official deed (resmi senet) at the land registry office and receive the title deed (tapu senedi). Turkish law says a property sale is valid only if it is signed at the land registry, and a promise to sell only if a notary draws it up.

The Turkish land registry's portal for foreign buyers, Your Key Türkiye, sets out the sale step by step. You agree the property and price with the seller. A Turkish bank changes enough of your foreign currency into lira to cover the sale price and sends a currency purchase certificate (döviz alım belgesi, DAB) directly to the land registry. You apply with your documents; the office checks them and tells you by text message if anything is missing. It then texts you the title deed fee and the service fee, you pay, and it texts you a time to sign.

For the application you need your passport, a form declaring your identity details, with your photo on it, the bank's DAB, a valid earthquake insurance (DASK) policy and, if you do not speak Turkish, a sworn translator approved by the Turkish courts. As a rule, no one is exempt from the DAB, including long-term residence permit holders and people married to a Turkish citizen.

A valuation report is the one point where official pages disagree. Your Key says the valuation report requirement for foreign buyers has been abolished, except for purchases made for citizenship. The UK government's page, last updated in February 2024, and the land registry's general FAQ still list it. Ask the land registry office which applies when you book your appointment.

You do not have to be there in person. If you give someone power of attorney in the UK, the land registry accepts it only in one of two forms: drawn up at a Turkish consulate, or made by a notary in the UK with your photo and either an apostille or certification by the Turkish consulate. Your representative must bring the original or a certified copy, with a Turkish translation.

What do property scams in Turkey usually look like?

Warnings about property fraud come down to a few situations: a deposit on a private agreement, a seller who is not the registered owner, an unlicensed agent, cash payments and a misused power of attorney. In each, money changes hands before the official deed or a notarised contract exists, and the law gives you a check against each.

What you are asked to doWhat the law saysWhat to do instead
Pay a deposit to "reserve" a new-build flatA developer may not ask for any payment until the sale is registered at the land registry or a promise to sell is drawn up by a notaryPay only on a registered or notarised contract
Sign a sale agreement at the agent's officeA sale is valid only if signed at the land registry, and a promise to sell only if drawn up by a notarySign at the land registry, or at a notary for an off-plan flat
Trust that the seller owns the flatThe land registry record shows the owner and any mortgage, registered note (annotation) or other restrictionGet the record before paying and check the seller's name against it
Work with whoever shows you roundEstate agents need a licence from the Ministry of Trade; viewings are freeCheck the licence number on the ministry's licence query screen
Pay part of the price in cashFor a citizenship purchase, a statement that cash was paid does not replace a bank receiptPay by bank transfer and keep every receipt

The deposit rule comes from the Consumer Protection Law. A developer selling a home before it is handed over must register the sale at the land registry or have a promise to sell drawn up by a notary, and may not ask you for any payment, whatever it is called, until a valid contract exists. A private seller is not covered by that law, but the rule that a sale must be signed at the land registry still applies.

Check the land registry record (tapu kaydı) before any money moves. Restrictions on ownership, such as registered notes, easements and mortgages, appear on it. A mortgaged property can legally be sold with the mortgage still on it, and the lender's consent is not needed, so make the release of any mortgage a written condition of the sale.

An estate agent in Turkey must hold a licence (yetki belgesi) issued through the Ministry of Trade's Real Estate Trade Information System (TTBS). You can check one on the system's licence query screen by licence number or business name and province, and the licence number must appear in the agent's adverts. An agent may not give misleading information, hide information that would change your decision, or advertise a property it has no authority to sell. Viewings must be free of charge.

A power of attorney stays valid until you revoke it or it ends for a reason set out in the law, such as death or the end of a fixed term, so limit it to the one property and the one sale. After the purchase, you can register a declaration through the land registry's online service, Web-tapu, that no transaction may be made on your property unless you attend in person. The land registry describes this as a safeguard against forgery.

A new rule starts on 1 December 2026. From that date, when any part of a property price is paid in cash or by bank transfer, the money has to go through a government-approved secure payment system, which releases it to the seller at the same moment the ownership passes to the buyer. The Ministry of Trade may push the start date back by up to three months. The system's fee comes out of the amount paid to the seller. Which sales are left out is set in an agreement between the Ministry of Trade, the Ministry of Environment, Urbanisation and Climate Change and the system's operator.

If something goes wrong, the UK government advises instructing a Turkish lawyer to report fraud, usually to the local public prosecutor. Complaints about a lawyer go to the local bar association. Use an independent lawyer from the start: the same guidance defines one as having no connection with the seller or with anyone acting for the seller, including the estate agent.

Can Turkish citizenship gained through property be revoked?

Yes. Under the Turkish Citizenship Law, citizenship gained through property can be cancelled on one ground: the decision was obtained through a false statement or by hiding important facts that it relied on. The cancellation also covers the spouse and children who gained citizenship through you, and can require you to sell your Turkish property within a year.

A cancellation takes effect from the date it is decided. The implementing regulation adds that the Ministry investigates before cancelling, and that anything you did as a Turkish citizen between gaining citizenship and the cancellation is not undone. If the cancellation order says your property must be sold and you do not sell it within a year, the Turkish Treasury sells it and pays the money into an account in your name at a state bank. If you take the decision to court, the sale waits until the case ends.

Separately, citizenship can be taken away for a short list of acts set out in the law, such as serving a foreign state against Turkey's interests and refusing to stop when told to, or volunteering for a foreign army without permission. These have nothing to do with the property, and a loss of this kind does not extend to the person's spouse or children.

In practice, the risk lies in the application. It holds up as long as every figure in it can be backed by documents. The rules for a property purchase are these:

RequirementWhat the rules say
ValueAt least US$400,000, or the equivalent in another foreign currency
Three separate figuresThe price declared on the deed, the bank receipts for payment and the investment value certificate (Tutar Tespit Belgesi, TTB) must each reach the threshold
ValuationThe TTB is based on a report by a valuer licensed by the Capital Markets Board; since 13 June 2024 an application is refused if the TTB value is below the threshold
Type of propertyA flat with its own full title or a floor easement title, or a plot with a building on it, bought outright; or an off-plan flat under a notarised promise to sell with the full amount paid up front. A share in a property does not qualify
PaymentProved by bank receipt or SWIFT; a statement that cash was paid is not accepted
Holding periodA note on the deed that the property will not be sold for three years; the land registry removes it at the owner's request once the three years are up
Previous ownerThe property must not belong to someone who gained citizenship this way, or have been transferred by such a person to a Turkish citizen or company in the last three years

Each of these rules is in the citizenship regulation or the Your Key FAQ, which repeats the regulation's text. A family application covers the buyer, the spouse and children under 18, and the decision is made by the President. Citizenship can be refused on national security or public order grounds.

What are the real costs of buying property in Turkey beyond the price?

The main cost is the title deed fee (tapu harcı): 2% of the price declared at the land registry, paid by you, with another 2% paid by the seller. Add a fixed land registry service fee, earthquake insurance, a translator, and the agent's fee if you use one.

CostAmountWho pays
Title deed fee (tapu harcı)2% of the declared price, not less than 2% of the council's valuation of the property for taxBuyer and seller, 2% each
Land registry service fee (döner sermaye)Fixed amount from the land registry's tariff, sent to you by text messageAs agreed; an agent's contract must say how fees are split
Agent's feeNo more than 4% of the price, before VAT; one fee per sale even if the agent signs with both sidesSplit equally unless the contract says otherwise
Earthquake insurance (DASK)Annual premium; the land registry will not register the sale without a valid policyThe owner, every year
Sworn translatorAgree the fee in advanceAs agreed
Valuation report or TTBRequired for citizenship purchases; ask the office for other purchases (see above)Buyer, when required
Annual property tax (emlak vergisi)0.1% of the tax value for a home, 0.2% inside a metropolitan municipality (the authorities of the large cities)The owner, in May and November

VAT (KDV) on a new-build home can be waived on its first sale, if you are not resident in Turkey and the price is brought into Turkey in foreign currency. If you sell the home within three years, the VAT and interest must be paid before the transfer. If a condition was not met, you and the developer are jointly liable for the tax, so ask whether the price you were quoted includes VAT.

Do not agree to a lower figure on the deed. The declared price cannot go below the council's valuation for tax, and the bank issues its currency certificate for the sale value and sends it straight to the land registry, so the office sees the amount you exchanged.

After the purchase you pay the property tax to the local council in two instalments a year, renew the earthquake insurance every year, and pay the building's service charge (aidat). Water and electricity companies check the earthquake insurance before opening a new account. If you let the flat out, the rental income is taxed in Turkey; the UK and Turkey have a double taxation agreement.

Is it safe to buy off-plan property in Turkey?

Buying off-plan carries more risk than buying a finished flat, because you pay before the building exists. The law gives you two protections: the developer must register the sale or sign a notarised promise to sell before taking any money, and projects above a size set by the Ministry of Trade need building completion insurance or another guarantee.

The UK government's page explains the two stages of title. Until the building has its occupancy certificate (yapı kullanma izin belgesi, often called iskan) from the municipality, the flat has a provisional title registered before the building is finished (floor easement, kat irtifakı). Once the municipality sends the certificate to the land registry, or one of the owners applies, the building is converted to full title for each flat (kat mülkiyeti). The UK guide warns that getting the occupancy certificate can be slow and complicated, so ask where the project stands before you sign.

The DASK rules show why the occupancy certificate matters. The insurer can refuse to cover a building put up against the regulations or the approved plans, and the land registry cannot register a transfer of a finished flat without a valid policy.

When you compare off-plan projects, our checklist for comparing new-build homes in Turkey sets out what to record for each one: the exact unit, the payment schedule and the costs that continue after purchase.

What to check before you pay anything

Each of these can be done before money changes hands. An independent lawyer can do most of them for you.

  • The land registry record for the exact flat: the owner's name, and any mortgage, registered note or other restriction.
  • The agent's licence number on the Ministry of Trade's licence query screen, and a written agreement with the agent that lists the land registry details, the price, the payment method and the fee.
  • For a new-build flat: a sale registered at the land registry or a promise to sell drawn up by a notary before the first payment.
  • The occupancy certificate for a finished building, or the project's stage if it is not finished.
  • Whether the price includes VAT, and whether you qualify for the exemption.
  • For citizenship: that the deed price, your bank receipts and the TTB each reach US$400,000, and that the seller did not gain citizenship through this route.
  • A power of attorney limited to the one property and the one sale.
  • Payment by bank transfer only, with a receipt for each payment.

Frequently asked questions

Can a British citizen buy a house in Turkey?

Yes, outside military and security zones, up to 30 hectares in total and within 10% of a district's private land. Ownership passes at the land registry.

Do I need to be in Turkey to buy?

No. You can give a power of attorney made at a Turkish consulate, or by a notary with an apostille or Turkish consulate certification.

Does buying property give me residence in Turkey?

Not automatically. You do not need a residence permit to buy, and the purchase does not itself give you a right to a residence or work permit.

Can I lose my Turkish citizenship if I sell the property?

Selling is not one of the grounds for cancellation in the law, which names only a false statement or hidden facts in the application. The deed carries a three-year no-sale note, which the land registry removes at your request once the three years have passed. Tax and fees on the sale itself are covered in Selling Property in Turkey from the UK.

Is it a good idea to buy property in Turkey?

It depends on your plans. The process runs through the state land registry, the usual risks can be checked before you pay, and the costs above come on top of the price.

If you are still deciding between countries, our comparison of North Cyprus, Dubai and Greece for UK buyers sets the rules side by side. For Turkey, the new-build projects in Turkey page lists projects by province, including Istanbul, and our Kuşadası guide shows what buying looks like in one coastal town. If a project catches your eye, ask for the land registry details of the exact flat and pass them to your own lawyer before you pay anything.
