When a property is sold in Turkey, the land registry charges the buyer a title deed fee of 2% of the declared price and charges the seller another 2%, 4% in total. On a declared price of 1,000,000 TRY, for example, the buyer pays 20,000 TRY and the seller pays 20,000 TRY.

Common questions
Who pays the title deed fee?
Both parties. The law charges the seller and the buyer separately, 2% each, so the fee adds up to 4% of the declared price.
Which price is the fee based on?
The price declared at the land registry, which may not be lower than the property’s assessed value for property tax purposes. For a unit sold with a condominium easement (kat irtifakı), the fee is charged on the full price. If the declared price turns out to be lower than the real one, the fee on the difference is assessed later together with a tax loss penalty.
Can the rate change?
Yes. The law allows the President of Turkey to raise the rate to as much as double or lower it to as little as one tenth, and the rate in force on the day of the transfer applies. The 2% rate on this page was checked against the current text of the law on 20 October 2026.
